HONGKONG. 19th. September, 1913.

Sir,

I have the honour to inform you that on the

afternoon of the 16th. of September an urgent telegram was received

from Canton by the Captain Superintendent of Police from Wei Piu, a

brother of Mr. Wei Yuk, to the effect that Chan King Wah, the Chief

of Police in the Kwang Tung Province had been detained by the Tutu and requesting help. I telegraphed at once to the Consul General and asked him to give such assistance as he properly could to prevent any injustice being done as Chan King Wah had been of great assistance to the Government of hongkong.

A wireless message came from the Consul-General, however, informing me that Chan King Wah had by order of the President been arrested the previous day and shot that morning.

I propose to address you more fully on the subject and will only remark now that the method in which this execution was carried out has caused a very painful impression in Hongkong where Chan King Wah was well known both to the officials of this Government and many of the leading European and Chinese

residents.
